He was appointed a Court Councillor in 779 and Commander of the Expeditionary Forces to the Ou District (Northeastern Japan) in 780. He recovered the fortresses in that area which had been carried by the Ainu tribes and strengthened them against future attacks. He was promoted to Dainagon (Vice Minister). Supervised the removal of the capital from Nara to Kyoto.
