Ogushi Toyo-o served successively as member of Kokuminseishin Bunka Kenkyujo (The National Moral Civilization Research Institute), education reform officer of Education Ministry, professor of Kokugakuin College and professor of Meijo College. Pursued studies on constitution and national structure of Japan.
