Okada started his career as a railway official. He served a director of London Business Office, chief of Accounting Section of Sendai Railway Bureau, director of General Affairs Department of South Manchuria Railway. In 1947 Okada retired from government service and held some additional posts.
Politics
Okada was elected three times to the House of Representatives.
