Okada Kamekuro was born in 1845. Okada was grown up in the family of a retainer of the Tsu Clan.

In 1878, Okada went to Shizuoka and studied tea manufacturing at the prefectural black tea processing school.
When the feudal clan system was replaced by the modern prefectural system, Okada Kamekuro became a farmer and developed tea farms on wasteland.Then he traveled in various parts of Japan to inspect foreign trade. Okada Kamekuro founded a black tea manufacturing factory in his home town in 1881.
Okada continued to develop his own business in spite of the fact he was laughed at by people who saw no profit in tea growing.
