Burtsev studied at M.V. Frunze Higher Naval School (1975), the Higher Specialized Officer Classes (1982), N. G. Kuznetsov Naval Academy (1996), Military Academy of the General Staff of the Armed Forces of Russia (1996).
Since 1975 served as a commander of group, a commander of the combat department, assistant commander of a submarine in the Northern Fleet. Since 1982 was appointed the Senior Assistant Commander, Commander of a large nuclear submarine. Since 1988 became the Deputy Commander of a submarine division, the Chief of Staff, later the Deputy Commander of a submarine division, then Commander of a Submarine Division.
Since 1996 appointed the 1st Deputy Commander of the submarines in the Northern Fleet. Then he held the posts of the 1st Deputy Chief of Staff of the fleet, the Deputy Chief of Staff of the Northern Fleet, Commander of the Submarine Flotilla of the Northern Fleet. Since December 2002 he became the Deputy Chief of the Russian Navy Main Staff. On December 12, 2004 he was appointed the 1st Deputy Chief of the Russian Navy Main Staff.
