Oleg Ivanovich got a degree in civil engineering from the Kiev Civil Engineering Institute (1963). He defended his thesis for the degree of candidate of technical sciences at the Moscow Engineering and Construction Institute (1974).
Oleg Ivanovich participated in the development of virgin and fallow lands in Tselinograd, Republic of Kazakhstan: he held positions from the foreman to the head of the construction department Tselinogradtantmontazh; during one year he worked as secretary of the Tselinograd regional committee of the Komsomol, for three years he held the position of the secretary of the party committee of construction organizations in Tselinograd (1963-1971). Later he worked as director of the plant and manager of “Mosoblprommontazh” trust of Glavmosoblstroy (1971 - 1979); vice-principal of the Lomonosov Moscow State University (1979 - 1986); First Deputy General Director of ISTC "Technological Lasers" of the USSR Academy of Sciences and the Ministry of Electrical Engineering and Instrumentation (1987 - 1990); vice-principal of the Academy of National Economy under the Government of the USSR (RF); simultaneously - Chairman of the Board of Joint-Stock Bank "Tekhnobank" (1991 - 1992); Head of the Moscow Antimonopoly Department of the State Committee for Antimonopoly Policy of the Russian Federation; simultaneously - the first vice-president of the All-Russian Association of Privatized and Private Enterprises (President - E. T. Gaidar) (1992 - 1995). Currently he is the president of the Interregional Association of Business Partners (since 1996). Professor Novikov is the Deputy Chairman of the Permanent Court for Economic Activities of the State of the Presidential Political Consultative Council, as well as the Chairman of the Federal Democratic Movement. In 1993 Professor Novikov headed the Public Committee of Democratic Organizations of Russia on the preparation and conducting of the referendum.
