Oleg Petrovich graduated from the faculty of the monumental and decorative sculpture of the Lviv Institute of Applied and Decorative Arts (now the Lviv National Academy of Arts) (1963, teacher I.V. Sever, I.V. Yakunin).
Oleg Petrovich Tolmachev has been a member of the city thematic, regional, zonal, republican, All-Union exhibitions since 1965. He is the author of the monument to the pilot Pyotr Nesterov (1963, the city of Nesterov, Lviv region, Ukrainian SSR). He performed the high reliefs "Mail" and "Cosmos" on the facade of the building of the Central Telegraph (Voronezh, 1980). Among the works: portraits of academician A.L. Mazlumova (1968), N.K. Krupskaya (1969), M.N. Mordasova (1974), decorative composition "Spring. A Garden of Bloom" (1980, tree). Since 1990, he has been working mainly in the field of small-scale plastic.
