Educated locally and at Tripoli. Entered the Military College in 1964 when Qadafi and others in the Free Officers’ Movement were ahead of him. Commissioned on August 9, 1966.
Promoted lieutenant in August 1968 he kept in close touch with Qadafi and took a major part in organising the military preparations for the three months after the takeover he was promoted to captain. In January 1970 he became Minister of Economy and Industry at the crucial time of reorganising the country’s resources. In September 1970 he was switched to be Minister of the Treasury but he only held the post for six weeks and was transferred to the Director of Public Prosecutions.
Having had much to do with the preparations for the union of Libya he was put in charge of the follow through work after the Tripoli Agreement. He opened the first meeting of the Committee for Political Organisations in Egypt and Libya on November 19, 1972. Qadafi also entrusted him tvith the important negotiations for coordinating the departments of police and national security in the two countries.
Youngest member of the Free Officers’ Movement executive which planned the coup taking over the country on September 1, 1969. One of the main negotiators of union with Egypt and Qadafi’s nominee to supervise the committees implementing the Tripoli Agreement of September 18, 1972, on unity. Although the only captain on the RCC he occupies an important place in the hierarchy. At 23 he was given the key post of Minister of Economy and Industry. Subsequently he was withdrawn from government to take over security work as Director of Public Prosecutions and to be available for special assignments from Qadafi.
