During the reign of Emperor Konin he was appointed head of Daigaku (Court College) and Monjo Hakase (scholar in charge of history and literature in Daigaku) and late Gyobukyo (Minister of Justice).
He is said to have determined the posthumous names of the first 41 rulers of Japan, from Emperor Jimmu to Empress Jito.
