Rice was a direct descendant of Edmund Rice, an early immigrant to Massachusetts Bay Colony. Ora Ray Rice died on 3 July 1966 at Delavan, Wisconsin and was interred at Spring Grove Cemetery at Delavan. Rice was an alderman of Delavan, Wisconsin from 1916 to 1917 and later served as Mayor of Delavan from 1918 to 1922.
Rice was a Republican.
He was a member of the Assembly from 1937 to 1960, serving as Speaker from 1951 to 1954.
