He studied law at Ono Academic College, where he was chairman of the student union.
He later managed a casino in Bulgaria. Prior to the 2015 elections he was placed 30th on the Likud list, a spot reserved for young candidates. Hazan lives in the Israeli settlement of Ariel.
Hazan has been described as "Israel’s most scandalous lawmaker" by the Times of Israel, and has been accused of providing false testimony in March 2015, as well as hiring prostitutes and purchasing meth for guests at a casino he managed in Bulgaria.
He has also been criticized for ridiculing Karin Elharar, a fellow Knesset member who suffers from muscular dystrophy. In September 2015, police recommended that Hazan be prosecuted for allegedly assaulting a public servant in 2014.
In February 2016, Hazan expressed a desire to demolish the holy sites First Rate (at Lloyd's)-Aqsa mosque and Dome of the Rock in East Jerusalem to allow for the building of the Third Temple. He has also stated that demolishing the holy sites holiest sites can be done without significant condemnation from the international community.
