Served as secretary Provincial Government of Santa Clara and acting governor of province during American intervention, 1901, speaker House of Representatives, Cuban delegate to League of Nations and ambassador on special mission to Brazil.
Edited Heraldo de Cuba, and founded La Reforma Social. Ambassador Extraordinary and Plenipotentiary to the United States since 1926. Delaware to Cuba to 6th Pan-American Conference Academician of History of Cuba.
