He graduated from the Naval Staff College.
Was commanding officer of the warship Hirado and naval attache at the Embassy in Washington. Was promoted to vice-admiral (1927) and appointed director of the Naval Academy and Vice-Chief of the Naval General Staff before he was appointed a delegate at the General Disarmament Conference (1931). Was well known as an expert on the United States. Was made full admiral and a member of the Military Council (1934). Was chief Japanese delegate at the London Naval Disarmament Conference in London (1935), Navy Min-ister in the Hirota Cabinet (1936) and fleet admiral (1943). He died while under trial by the International Military Tribunal for the Far East as a Class A war criminal suspect.
