Osamu Watanabe studied at Keio Gijuku (predecessor of Keio University).
Osamu Watanabe joined Jiji Shimpo (newspaper), published by Yukichi Fukuzawa. Later bought Konnichi Shimbun and renamed it Miyako Shimbun. The paper became popular under him. Appointed chief editor of Osaka Mainichi Shimbun (1889). Became its managing director (1890). Later became its president.
With the cooperation of Hikokichi Motoyama solved the financial difficulties of the paper and made it into a powerful and modern newspaper. Elected to the first session of the Diet (1890).
