Bailey completed his education in his home state, receiving his bachelor's degree from Wilmington College in 1951 and his Master of Fine Arts from Ohio University, Athens, in 1958.
He has been a professor at the University of South Florida in Tampa since 1969. He had previously taught pho¬tography at the State University of New York in Buffalo (1958-69) and worked as a printer and a printing designer at the Coop. Recreation Service in Delaware, Ohio (1951-56).
The artist is a member of Friends of Photography, George Eastman House and SPE, of which he was a founding member. He was also awarded several grants: in 1967, a Faculty Research Fellowship from SUNY, Buffalo, for his "Work in Expressive Photography"; and in 1976, a Photographer's Fellowship Grant from NEA. In 1978 he was artist-in-residence at Art Park in Lewiston, New York.
