Solis is the first Filipino-American to be consecrated a bishop. He finished his grade school at San Jose West Central School in San Jose, Nueva Ecija and high school in Maria Assumpta Seminary in Cabanatuan, Nueva Ecija. Solis was ordained a priest in 1979.
He was appointed auxiliary bishop of Los Angeles by Pope John Paul II and was consecrated bishop on February 11, 2004.
Solis" first assignment was in a parish at Cabanatuan, Philippines and later became pastor in several parishes in The Diocese of Houma-Thibodaux, Louisiana. When French Solis was appointed Bishop, he was serving as Rector of Saint Joseph Company-Cathedral in Thibodaux, Louisiana.
As bishop he is the head of a council focusing on minority issues.
