Otake served with Teikoku News Agency and Osaka Teikoku News Agency and then as manager of Tokyo Branch of Osaka Teikoku News Agency and part-time employee of Education Ministry.
Later he became managing director of Choko Industry & Trade Development Association and when it was renamed Nikka (Sino-Japanese) Economic Association after the war, Otake was appointed to his present post of chief director of the association.
He toured China over 20 times. Then he served as permanent commissioner of Nikka Keizai Sokushin Iinkai (Committee for Promotion of Economic Relations Between Japan and China), adviser of Akatsuki Industrial Company and chief director of Hiroike Gakuen Academy.
