Otake Sakuma held several executive positions including chairman of Fukushima Prefectural Chapter of Liberal Party and president of Okuaizu Sangyo Kaihatsu (Industrial Development) Company. He was elected five times to Fukushima Prefectural Assembly. He served Governor of Fukushima Prefecture and was re-elected after his term had expired.
