After graduation from the university Otani made inspection tours of Europe and America. Having returned back he became principal of Oka Girls' High School and Oka Women's Commercial School. He also served member of Nagoya Municipal Assembly and Nagoya Municipal Council in 1947 and then was elected member of Board of Education in 1948.
Later Yoshio became member of Aichi Prefectural Assembly, auditor of Takai Mainichi Shimbun (Newspaper) Company, director of Aichi Ikuji-in (Orphanage), permanent director of Aichi Prefectural League of Religions, chief director of Oka Gakuin Academy and director of Federation of Japan Private School Organizations. In 1953 he was elected to House of Representatives.
Otani held several additional positions including member of House of Councilors and member of Liberal-Democratic Party, former member of Liberal Party, vicechairman cf All Japan League of Social Education Organizations.
