He studied under Kiyokimi Sugawara. Was appointed tutor to the Crown Prince, Minister of the Right and Court Councilor. An able administrator he was the final authority to be referred to when the Court faced a difficult decision. He compiled Gunseki Yoran (outline of numer ous books published in China and Japan), at the Imperial command.
