In 1929 Otoshiro Kuroda graduated from the Law Department of Tokyo University.
In 1929 Otoshiro Kuroda entered Ministry of Foreign Affairs. He became an Appointed Consul in 1941 and Consul-General in 1944 at Hamburg. Two years later he became an Appointed Secretary to the President of the War Damage Reconstruction Board. Then in 1952 an Appointed Consul-General at Chicago, and in 1954 became councilor of Ministry of Foreign Affairs, assigned to the Deliberation Office.
