He started his political career as a young man. Stood for civic rights and started the Ibaraki Shimbun (newspaper) (1877). Was elected to the House of Representatives 13 times since the Diet was established (1890). Became a senior leader of the Kenseikai Party and was appointed a member of the House of Peers (1927).
Became an adviser of the Minseito Party, a member of the Education Policy Council and president of the Daito Bunka Gakuin School.
He wrote a history of Japanese parliamentary politics.
