Higgins to fill another vacancy, 1906. Nominated by Republican Party and endorsed by Independence League, Judge of Court of General Sessions, elected 1906 for term of 14 years. At expiration of term, re-elected, for second term of 14 years Sentenced 13 violators of an AntiMonopoly Statute in famous Poultry Trust Case, 1911, to serve a prison term (first prison sentence commitment in case of anti-monopoly violation).
