Mr. Ma attended Waseda University in Tokyo, Japan in 1906-1909 and North-western University in U.S.A. in 1912-1914.
Pai-yuan Ma joined the Tung Ming Hui in Japan in 1905. He worked also as a secretary of Chinese Y.M.C.A. in Tokyo in 1909-1910, personally participated in Hwang-hwakong, Canton and Wuchang Uprisings in 1910. He was also a representative of Hupeh Province to the provisional assembly of provincial representatives at Nanking which, elected Dr. Sun Yat-sen as - the first President, secretary to the Minister of Interior in 1911, adviser to Vice-President of Li Yuan-hung, China in 1911, secretary for Tung-Ming-Hui in Yangtsze Valley in 1911, director of Rural Educational Movement in north Hupeh, China in 1916, general secretary of Chinese Y.M.C.A. in Japan in 1918.
