Panteleimon Ivanovich Medvedev graduated from the technical railway school in Voronezh, in 1905 he passed exams as external student for the rights of an architect at the Saint Petersburg Institute of railway engineers.
Panteleimon Ivanovich Medvedev was the publisher of a series of postcards with views of Voronezh (1900s). In the 1920-1930-ies Panteleimon Ivanovich served as an engineer in construction organizations, in "Oblproekt", supervised the construction courses, was in charge of the technical part of Gubzdravotdel.
Since 1943 he worked as a plumbing engineer in the workshop under the management of the chief architect. He took part in the restoration of Voronezh after the Great Patriotic War. The houses of P.A. Shtempel (1911), M.M. Somova (1912-1913), E.I. Prokhorova (1914) were built according to his projects as well as public buildings: gymnasium of S.M. Morozova (1911-1912), Nechaevskiy alms-house at the Church of the Resurrection (1914).
