Mr. Tang was educated at Thomas Hanbury School, Shanghai, China and Oberrealschule zu Lichterfelde and University of Berlin, graduating in national economics and finance.
Pao-shu Tang got practical banking experience in Deutsch-Asiatische Bank, Berlin. Then he returned to China in 1921 and organized Shanghai branch of the National Commercial & Savings Bank, Ltd. and was appointed manager and held this post until January 1933, when he was appointed Director General of Postal Remittances and Savings Banks, Ministry of Communications.
Mr. Tang was also appointed Chief Commissioner of Purchasing Commission, Ministry of Communications in February 1935. He was director, the Eurasia Aviation Corporation, National Commercial & Savings Bank of Hongkong, Cantonese Guild, Ling Nan High School, the Sincere Co., and the Sincere Fire.
