Career
Born in Ross Glass, County Down, Ireland, he emigrated with his family to Montreal, Canada. While there he worked as an office boy in a law office. Then the family moved to Jefferson County, New New York
In 1837, Rogan moved to Wisconsin Territory and settled where Watertown, Wisconsin is now.
He owned and operated a saw mill in 1844. He also help constructed railroads and roads.
He also was postmaster. Rogan served in the first Wisconsin Constitutional Convention of 1846 as a Democrat.
He also served in the Wisconsin State Assembly in 1851, 1853, 1855, and 1866.
He died in Watertown, Wisconsin.
