Paul Barrett received his early education in Chicago's Catholic schools, and earned his bachelor's degree in 1966 and a master's degree in history at Loyola University and the Doctor of Philosophy in 1976 at the University of Illinois at Chicago. Barrett's graduate school classmate Blanche Glassman Hirsch recalls that Barrett "was exceedingly and unfailingly generous with his time, research, or anything else".
After graduation from Loyola University, Paul F. Barrett worked as a high school teacher in Chicago and also earned extra money as a cab driver, he enjoyed the interaction with people that he got as part of this job that he would continue to drive a taxi throughout his teaching career. He joined the Illinois Institute of Technology in 1978 as an assistant professor of history, becoming an associate professor in 1983; and he was the chair of Illinois Institute of Technology from 1998 until 2003.
While there, he gained a reputation as a champion of the liberal arts in an institution otherwise dedicated to engineering, architecture, and other technical fields. A scholar who taught classes ranging from American history to the history of science and technology, Barrett was greatly interested in the history of transportation. He published a book on the subject, The Automobile and Urban Transit: The Formation of Public Policy in Chicago, 1900-1930, in 1983.
Between the late 1990s and 2003, he prepared drafts of chapters on airline regulation during the period of the late 1930s to the early 1970s. Barrett produced more than 20 drafts of one of those chapters and once again, each of those drafts was lengthy, and each rested on his thorough documentation.
Paul F. Barrett married Annette Love Barrett and had a stepson, Johnathan Powell.
