Kehoe was born in Bree, County Wexford. He is the son of Myles and Bernadette Kehoe.

He was educated at Street Mary"s Columbia Broadcasting System, Enniscorthy, and Kildalton Agricultural College, County Kilkenny.
He has been a Teachta Dála (Territorial Decoration) for the Wexford constituency since 2002, and is the Government Chief Whip. Kehoe is also a farmer. He was re-elected at the 2007 and 2011 general elections.
He was appointed as Government Chief Whip and Minister of State at the Department of Defence on 9 March 2011.
Kehoe was first elected to Dáil Éireann as a Fine Gael Territorial Decoration for the Wexford constituency at the 2002 general election. In June of that year Enda Kenny became leader of the Fine Gael party and Kehoe was appointed Fine Gael spokesperson for Communications, Marine and Natural Resources. He has also served as Fine Gael Assistant Chief Whip.
