Paul Myron Linebarger was born on the 15th of June 1871 in Warren, Illinois, United States. He is the great-grandson of Elijah Wentworth, one of the founders of Chicago.
He studied at the Public Schools of Dixon, Chicago and Evanston,Illinois; Preparatory School of Northwestern University; Naperville College; Lake Forest University, until 1889; Law and Political Science student, Paris, France (1889-1892).
He attended Chicago Kent College of law and was admitted to the Bar, Chicago, 1893. He was a student (Staaswissenschaft) Heidelberg University, Germany (1894-1895). He lectured throughout Belgium for Congo Annexationists, Societies 1895.
In 1895 Paul Myron Linebarger began practice of law, Chicago. He served through Spanish-American War as the 2nd Lieut; Chicago Hamilton Club Troop (Troop H.) 1st Illinois Cavalry. He was appointed Judge 7th Judicial District, Philippines 1901-1907. Resigned as judge to practice law in Mexico City.
In 1909 built up Linebarger's Subdivision, Milwaukee. Primary candidate Second Wisconsin's Congressional District (Milwaukee) 1910. Founder and editor-in-chief “Chinese Nationalist” (Organ Kuo Ming Tong).
Since 1918 Paul Myron Linebarger has been practicing law in the International and Consular Courts of China. It is credited with starting movement resulting in advisory representation of Chinese on Shanghai Municipal Council.
He was the Lecturer at International Law Chicago Kent College (1908-1909) and Comparative Law School of China at Shanghai since 1918.
