He was born on April 26, 1934, at Dcnu in the Keta District of Volta Region.

Educated at Roman Catholic Mission Schools and at St Augustine's College, Cape Coast, where he got the Cambridge School Leaving Certificate in 1953.
He gained entrance to the University of Ghana in 1958 and graduated with a History BA in 1961.
At the height of the Nkrumah era, he decided to join the Ghana army and was commissioned in August 1961 and posted to the military academy as an instructor. He remained in this post until 1966 when he was appointed Acting Defence Adviser to the Ghana High Commission in London and Deputy Defence Adviser in 1967-8. He was not appointed to the National Redemption Council at the time of the Ghana coup in January 1972, but was called in as Commissioner for Education, Culture and Sports on January 29, 1972.
In December 1972 he told the National Council for Higher Education that the universities must expect a certain amount of direction from the government, so that they should “fall in line with national policies and aspirations”.
