Born in Ballyhale, County, Phelan first excelled at hurling in his youth. He arrived on the inter-county scene at the age of seventeen when he first linked up with the minor team He made his senior debut during the 1989-1990 league.
At club level Phelan is a one-time All-Ireland medallist with.
Throughout his career Phelan made just 2 championship appearances. He retired from inter-county hurling following the conclusion of the 1993 championship.
