He studied law before becoming a career civil servant.
Career
He took up residence in the Oberpräsidium. In 1912 he was involved in setting up the colonial administration of the French Protectorate of Morocco. Président in 1943 of the Académie des Sciences Morales et Politiques.
He died in Paris (17ème arrondissement) 8 rue Anatole de la Forge and was bachelor.
In October 1947 a french school, the Lycée Français Paul Tirard, was established in Mayence.
