Jabour graduated from the University of Rhode Island, earned his Master of Laws from Boston University School of Law, and his Juris Doctor from the University of New Hampshire School of Law.
Jabour served non-consecutively in the Rhode Island General Assembly from his special election in April 1985 until December 31, 1990 in the Rhode Island House of Representatives. 2012 Jabour was challenged in the September 11, 2012 Democratic Primary, winning with 1,656 votes (576%), and was unopposed for the November 6, 2012 General election, winning with 6,240 votes. 2008 Jabour was unopposed for both the September 9, 2008 Democratic Primary, winning with 522 votes, and the November 4, 2008 General election, winning with 5,155 votes.
2010 Jabour was unopposed for both the September 23, 2010 Democratic Primary, winning with 2,218 votes, and the November 2, 2010 General election, winning with 3,400 votes.
