Presley studied at Truman State University in Kirksville, Missouri, United States. In 1985 she became a Bachelor of Arts in History. In four years she became a Master of Arts. In 1991 she was a student of the University of Iowa in Iowa City, Iowa, United States. She received a degree of the Master of Library Science.
Presley began her career as a copy and production editor of Sixteenth Century Journal in 1982. Four years later she took a position of an assistant editor and an associate editor in 1991 at Thomas Jefferson University Press. Also Paula served as a director and editor-in-chief of Truman State University Press from 1998 to until her retirement in 2004.
