He served for a short time as Deputy Minister of Works, Transport and Communication but resigned in August 2005 after being implicated in a corruption case. From 1992-1998, Kapia was the Regional Councillor for Okatjali Constituency in the Oshana Region.
Kapia was a member of SWAPO"s military wing in exile, the People"s Liberation Army of Namibia (PLAN) as a political commissar. In 1997, he was elected to lead the SWAPO Party Youth League.
A member of SWAPO, Kapia was first elected to the National Assembly of Namibia in 2005.
