Delegation at 1st All-Russian Congress of Soviets. Helped muster Red Guards in Turkestan. 15 November 1917 at 3rd Turkcstani Kray Congress of Soviets elected People's Commissar of Labor.
Then chairman, Turkcstani Economic Council. Also Presidium member, Turkcstani Central Executive Committee. Company-founder and co-ed, Ashkhabad newspaper “Sovetskiy Turkestan”.
July 1918 left Ashkhabad for Transcaspian region with detachment of Red Guards to crush an anti-Soviet revolt. 22 July 1918 captured by insurgents and executed along with his comrades. 1919-1927 the capital of the Turkmen Soviet Socialist Republic (now Ashkhabad) was named after him.
Many cultural and public institutions in Turkmen Soviet Socialist Republic named after him.
