Late 1920's enrolled at Red Army military pilots school. From early 1930's served with fighter air force unit, Ukraine Military district. 1936-1937 fighter-pilot, flight commander, then squadron leader with Spanish Republic Air Force.
Shot down 15 enemy aircraft. 1937-1938 commanded Soviet air force unit in China. 1938 commanded fighter air force in battles at Lake Khasan.
1938 planned mass raid of Japanese air base on Taiwan by Soviet bombers stationed in China. 1938-1939 air force commander, 1st Separate Red Banner Army in the Far East. 1939-1940 air force commander, 9th Army on the Soviet-Finnish Front.
