Pavel Eliseevich graduated from the 1st Voronezh Provincial Gymnasium (1895). In Voronezh, he met with Leo Tolstoy (1894). In 1895-1899 he studied at the Faculty of Oriental Languages of Saint Petersburg University, graduated in 1903.
For participation in student unrest, Pavel Eliseevich was sent into exile in Poltava (1900-1901), Vologda (1901-1903).
Pavel Eliseevich was published in the Historical bulletin (since 1897). In 1906-1907 he published the journal Byloe (The Past), in which materials on the history of the liberation movement in Russia were published.
In 1907 Pavel Eliseevich was expelled from Saint Petersburg. In 1909 he was convicted in the case of the journal Byloe (The Past) and imprisoned in the Peter and Paul Fortress. In prison, he continued to explore the biography and work of Alexander Pushkin.
Pavel Eliseevich was a member of the Extraordinary investigation commission of the Provisional government. In the years 1918-1926 he was again the editor of the journal Byloe (The Past). He prepared for publication many valuable sources on the history of the social movement, including the collections "The Fall of the Tsar Regime".
