She first became interested in the weather as a teenager and, after attending South Wiltshire Grammar School in Salisbury, went on to obtain a Bachelor of Science in Environmental Sciences from the University of East Anglia in 1982.
She joined the Met Office in 1983 as a trainee forecaster. Penny worked across the United Kingdom at the Norwich, Glasgow and Southampton Weather Centres before transferring to the Commercial division in 1990. In 1992 Penny joined the team at the British Broadcasting Corporation Weather Centre, making her first television appearance on 7 November of that year.
She appeared regularly on British Broadcasting Corporation News 24, British Broadcasting Corporation Radio 4, Radio Five Live and British Broadcasting Corporation World, and for some years she was a regular weather presenter on British Broadcasting Corporation One.
Penny left the British Broadcasting Corporation Weather Centre in January 2008 and now works as the Meteorology Training Manager at the Met Office in Exeter. Her hobbies include sailing, walking and tennis
