Percival Austin Bramble was born on 24 January 1931.
He received his primary and secondary education in Montserrat.
He worked as a lab technician in Curasao between 1952 and 1961. He returned to Montserrat and became a hardware dealer and building contractor between 1961 and 1965. He joined his father's Labour Party and was elected to the Legislative Council in 1966, served as minister of communication and works between 1966 and 1969, and as minister of fiscal security for one year.
Becoming increasingly critical of his father, William Henry Bramble, who was chief minister and leader of the Labour Party, the younger Bramble joined with a wealthy businessman, John Alfred Osborne, to form the Progressive Democratic Party (PDP). He was particularly concerned with the policy of alienating the country’s agricultural lands to serve the interests of foreign residents interested in building vacation and retirement homes. In the 1970 elections, the PDP gained an overwhelming victory, winning every seat. Percival Bramble became chief minister and served until 1978, following another impressive victory in 1973.
He won a seat in the 1983 elections, however, and assumed the position of Leader of the Opposition in the Legislative Council.
