Chen Percy studied law in England and was made a member of the Middle Temple.
Mr. Chen was called to the English Bar at the age of 21 in 1922 and later practised law for several years in Trinidad. He returned to China in the fall of 1926. Mr. Chen was appointed a member of the staff of the Foreign Office of the Nationalist Government and followed the Nationalist Armies to Hankou during their Northern Punitive Expedition. In 1927 Chen Percy was commissioned by the Nationalist Government to conduct Borodin and other Russian advisors to their own country.
Later he was an advisor to the General Motors Corporation in their negotiations with the Soviet Commissariat of Heavy Industry. Chen Percy was invited to fill this position on account of his wide knowledge of conditions in the Soviet Union, where he studied the situation six years. He was also a correspondent of the Ta Kunff Pao in Tianjin. Mr. Chen believed that Sino-Soviet friendship should be one of the corner stones of Chinese political policy and was working to further that policy. He visited China in the summer of 1935.
