Percy Eisen was born in 1886 in San Francisco, California, United States.
Young Eisen completed his professional training in his father's office, and for a short time worked in partnership with him. In 1920 the firm of Walker & Eisen was organized, and the partners began a practice that grew larger and more successful with the passing years. Of the numerous buildings they designed in Los Angeles the following are generally considered the most important: The Signal Hill Oil Building; the Shell Oil and the Ohio Oil Building; the Texas Company Building; California Lutheran Hospital; Hollywood Plaza Hotel; Beverly Wilshire Hotel; Gaylord Apartment Hotel on Wilshire Boulevard; Garden View Apartments, Hollywood Boulevard; Taft Office Building, Hollywood Blvd. and Vine Street; Builders Exchange; Security Title Insurance Building; California Fruit Growers Exchange (707 West 5th Street); the Wurlitzer Building; Transportation Building; Com¬mercial Exchange Building; Edwards 6 Wildey Building; Continental Life Insurance Building and the National City Bank. Other outstanding works of the firm were the San Luis Obispo County Court House; El Cortez Hotel in San Diego; Hilton Hotel, Long Beach; the Bay Cities Office Building at Santa Monica, the Civic Auditorium at Torrance, and also at Torrance most of the buildings in the Civic Center, the City Hall, Public Library, Police Station and Water Department Building.
Following the close of World War II, Mr. Eisen withdrew from the firm and during his remaining years was associated with Eugene V. Hart, whose work was mainly designing and building homes for veterans in Inglewood and the San Fernando Valley.
