Stepan Mamonov completed command infantry courses and higher academic courses at Armed Forces Staff Academy (1947).
Since 1932 he served in the Far East and hold the post of the chief of staff, the regiment commander, the commander of the division. Since 1938 he was a commanding officer of the 22nd, and then 40th rifle division.
Since January 1942 he was deputy commander-in-chief of the 25th army, since August 1942 he was a commanding officer of the 39th rifle corps. Since October 1942 he was a commander-in-chief of the 15th army in the Far East.
He was a commanding officer of rifle corps from 1947 to 1950, then he became an assistant of the commander-in-chief of Ural military district (1950-1957). After that, he was first deputy commander-in-chief of the troops of Voronezh military district (1957-1960).
