Engineer in the sugar industry. Made a party career. Secretary of the Khar’kov obkom, later secretary of the Central Committee of the Communist Party of the Soviet Union, 1963-1965. After Khrushchev’s fall, member of the ruling troika (with Brezhnev and Kosygin), chairman of the Presidium of the Supreme Soviet, 1965-1977.
Dismissed when Brezhnev himself assumed the title of Head of State, May 1977.
