Member United States House of Representatives (Republican) from Delaware, 15-19th congresses, 1817-1827, refused to obey Delaware Legislature in voting against admission of Missouri as slave state on grounds that he was an officer of the United States, not of state. Member United States Senate from Delaware, 1827-April 16, 1829. United States minister to England, 1829-1831, 45-46, secured trade agreement regarding West Indies, conducted negotiations on Oregon.
