Educated in district schools and at Independent Academy (afterward Irving College) near Baltimore. Moved to Oregon with father, 1859. Taught school in Canyonville, Oregon.
Admitted to Oregon bar, 1866. Practiced at Roseburg. Member Oregon House of Representatives, 1866, Senate, 1868-1871.
Receiver United States land office Roseburg, 1871-1873.
Member 49th Congress (1885-1887) and 51st to 54th Congresses (1889-1897). Commissioner General Land Office, 1897-1903 (resigned).
Elected to 58th Congress, June 1, 1903, to fill vacancy. Reëlected to 59th Congress (1905-1907), 1st Oregon District.
Member National Committee to establish University of the United States.
