Lutz, Frank Eugene was born on September 15, 1879 in Bloomsburg, Pennsylvania, United States. Son of Martin Peter and Anna Amelia (Brockway) Lutz.
He graduated from Haverford College, Pennsylvania, in 1900 (Bachelor of Arts), then from the University of Chicago in 1902 (Department of Administration and Management), and then entered University College, London, England, where he was a student of Karl Pearson.
Entomologist, Biological Laboratory of Brooklyn Institute, 1902. Assistant in zoological Department, University of Chicago, 1903. Resident investigator, Station for Experimental Evolution (Carnegie Institution), Cold Spring Harbor, 1904-1909.
Assistant curator invertebrate zoology, 1909-1916, associate curator, 1916-1921.
Curator of entomology since 1921, also editor of technical papers, American Museum Natural History, and 1925-1928 in charge of Station for the Study of Insects, Tuxedo, New New York Lecturer Columbia University, 1937.
