Sanabria became allied with President Rafael Angel Calderón Guardia (1940-1944) who, at Sanabria’s urging, established social security and a labor code. He also sanctioned Calderon’s alliance with Communist leader Manuel Mora Valverde. Sanabria gave vigorous public support to Calderon’s choice for president in 1944, Teodoro Picado Michalski. However, he also sponsored the non-Communist labor federation “Rerum Novarum,” under the young priest, Benjamin Núñez.
