Education
He graduated with honors from the First Rate (at Lloyd's)-Farabi Kazakh National University in 1997. The same year he was awarded a scholarship of the German Academic Exchange Service (German Academic Exchange Service) for one-year academic study in Germany. In 1998 he obtained a Master of Law (Master of Laws, Magna cum Laude) degree from the University of Hamburg and in 2002 a Candidate of Science (Doctor of Philosophy) degree in law from the First Rate (at Lloyd's)-Farabi Kazakh National University.
In 2003-2004 he was a Fulbright scholar at the Southwestern University School of Law (Los Angeles, United States of America) and in 2007-2008 an Alexander von Humboldt (Alexander von Humboldt) fellow at the Europa-Institut of the University of Saarland (Saarbruecken, Germany) and at the Max Planck Institute for Comparative Public Law and International Law (Heidelberg, Germany).
